OPRE News Exploring Findings from the Transitional Living Program Youth Outcomes Study The Transitional Living Program (TLP) Youth Outcomes Study (YOS) was conducted to better understand key youth outcomes in housing, employment, earnings, and education before, during, and after program participation. This report shares findings from the study and explores how the COVID-19 pandemic may have affected TLP services and TLP participants’ experiences regarding the outcomes of interest. This report shares findings from a quantitative analysis of the “success sequence”—a term used by researchers and policymakers to refer to a series of milestones in life that are associated with escaping poverty and joining the middle class. The analysis considers both the completion and the relative timing of success sequence milestones, thereby enabling an assessment of whether the order and combination of milestones matter for future outcomes.
